A Bill Updating the SGA Constitution to Update the Chair of Programming Roles and More

Be it enacted by the Senate of the Student Government Association at Johns Hopkins University assembled that:

  1. TITLE This Act may be referred to as the “Chair of Programming Constitution Update”
  2. FINDINGS AND PURPOSES
    1. FINDINGS
      1. Updating language to remove Chair of Program responsibilities directly related to Class Councils.
      2. Necessitates a ¾ vote from the senate.
    2. PURPOSES
      1. To amend the Constitution of the Student Government Association at Johns Hopkins University to fit the current structure and practices of the SGA.

Student Body Chair of Programming Responsibilities

Chair of Programming Shall oversee the Executive Team of SGA’s Class Programming Councils – which are tasked with providing regular programming and class-specific events. These councils will not be members of the President’s Cabinet. Class Programming Councils shall be led by an Executive Team consisting of a Chair, Secretary, and Treasurer, elected via a class-wide election. Elections for the Class Programming Council Executive Teams shall be administered by the CSE, with roles given to those who receive the greatest plurality of votes. One’s class is determined using the institutional “student classification” definition, not one’s graduation year. For instance, a student who entered the university in 2019, but is graduating in 2022, would still be considered a junior for the purpose of SGA 2021-2022 elections. Additional members of each Class Programming Council can be appointed by the three-person Class Programming Council executive team, subject to confirmation by a majority of the Senate. Shall facilitate collaboration both amongst the Class Programming Councils and amongst other programming bodies.

Chair of Programming Shall plan and oversee all General SGA events dedicated to the student body. These include but are not limited to: original events dedicated by the Chair of Programming, co-sponsorships between SGA and other clubs, and election events. Shall act as a liaison between the SGA and the SGA’s Class Programming Councils – which are tasked with providing regular programming and class-specific events. These councils will not be members of the President’s Cabinet and not led by the Chair of Programming, but led instead by the Coordinator for Class Councils in LEED. Class Programming Councils shall be led by an Executive Team consisting of a Chair, Secretary, and Treasurer, elected via a class-wide election. Elections for the Class Programming Council Executive Teams shall be administered by the CSE, with roles given to those who receive the greatest plurality of votes. One’s class is determined using the institutional “student classification” definition, not one’s graduation year. Article 1, Section 3: Students have a right to attend all meetings of the SGA, and all minutes and proceedings of the SGA shall be open to student inspection, except those deemed secure by a closed session motion by the Senate. Article 4, Section 5: All SGA meetings are open to the public except meetings that are closed by 2/3 (two thirds) of the Senate. All documents, minutes, and proceedings of the Senate shall be open to the public for inspection, except those from closed meetings.

Students have a right to attend all general body meetings and committee meetings of the SGA, and all general body minutes/committee minutes and proceedings of the SGA shall be open to student inspection, except those deemed secure by a closed session motion by the Senate. Executive Branch meetings and the Committee on Internal Affairs meetings are closed to the general public. All SGA Meetings, outside of Executive Branch and Committee on Internal Affairs meetings, are open to the public except meetings that are closed by 2/3 (two thirds) of the Senate. All documents, minutes, and proceedings of the Senate shall be open to the public for inspection, except those from closed meetings. Documents from the Executive Branch and Committee on Internal Affairs may be requested and offered at discretion of the Student Body President and the Chair of Internal Affairs.
