Senate of the Student Government Association of The Johns Hopkins University

{ S. Bill. 25-26, XX}

An SGA Funding Bill

Act to Fund Umbrella Tabling Funding Bill

Umbrella Initiative

Introduced by: Jason Yu Considered this 20th day of February in the year 2026

Sponsored by: Mamadou Thiam and Alan Perez

SECTION 1. TITLE. This Act may be referred to as the “Umbrella Initiative”

SECTION 2. DEFINITIONS.

  1. SGA — The term “SGA” shall refer to the Student Government Association of The Johns Hopkins University.
  2. JHU, Hopkins - The terms “JHU” and “Hopkins” shall refer to the Johns Hopkins University.

SECTION 3. FINDINGS AND PURPOSES. FINDINGS & PURPOSES:

  1. We all know that our campus is not the most enjoyable place to navigate when it rains. Students often arrive to class with their backpacks wet and hoods drenched. As spring slowly approaches, the rainy season will be right on its tail.
  2. With that being said, one thing that a lot of students could benefit from is an umbrella. Many students do not own an umbrella and end up walking between classes in the pouring rain. The wind can also be an issue for students, even for some of them who may have lower-quality umbrellas. Additionally, students end up losing their umbrellas or they end up breaking, and the weather can be unpredictable and out of our control. As we have seen over the past week, the rain and sometimes snow can be a big problem. Hence, we would like to give away umbrellas. As some senators also mentioned, with the previous idea, if students need umbrellas, we should be providing them with the resources and support. This would also result in less wet seats and wet tables, and help keep students dry.
  3. Second March Tabling Event (separate from the other tabling event), in which we aim to engage with students, and promote the WiFi Questionnaire so students are aware of who to contact and where to submit incident reports. In light of recent WiFi disruptions, we hope that promoting this form to allow students to express their concerns and issues will better reflect the realities of the current state of our WiFi network.
  4. Also promote Feedback and Suggestions Survey and directly ask students for feedback. Also allows us to reflect on the feedback received and see what areas we can improve upon.

SECTION 4. FUNDING OF ITEMS

  1. The total amount would be $636.75.

SECTION 5. SEVERABILITY. Should any provision of this Act, an amendment made by this Act, or the application of such provision or amendment to any person or circumstance be held to be unconstitutional or, the remainder of this Act, the amendments made by this Act, and the application of such provision or amendment to any person or circumstances shall not be affected thereby.

SECTION 6. ACTION ITEMS.

  • Bill to pass tonight (2/24) and for Finance Committee to approve tomorrow
  • LEED to put in the order by the end of the week
  • Tabling to occur mid to late March as soon as the materials come in

The Bill hereby Passes by a vote of x to 0 with 0 abstentions.

Upon passage, we have hereunto set our hands and caused the seal of the Senate to be affixed to this bill indicating the Senate’s assent and thus officially designated the bill’s adoption as law.
