Act to Fund Blankets Funding Bill
National Sleep Day Initiative

SECTION 1. TITLE. This Act may be referred to as the “National Sleep Day Initiative”
SECTION 2. DEFINITIONS.
- SGA — The term “SGA” shall refer to the Student Government Association of The Johns Hopkins University.
- JHU, Hopkins - The terms “JHU” and “Hopkins” shall refer to the Johns Hopkins University.
SECTION 3. FINDINGS AND PURPOSES. FINDINGS: Sleep is a foundational component of student health, academic success, and overall well-being. National data indicates that college students experience high rates of sleep deprivation due to academic workload, stress, employment responsibilities, and social commitments. Chronic insufficient sleep is associated with decreased cognitive performance, reduced academic productivity, impaired mental health, and increased risk of burnout. At Johns Hopkins University, students face rigorous academic expectations that can contribute to irregular sleep schedules and ongoing sleep deprivation. There is a clear need for increased awareness and campus engagement around healthy sleep habits. This initiative aligns with the goals of World Sleep Day, which promotes the importance of quality sleep as a pillar of health.
PURPOSES:
- Promote awareness of the importance of sleep and its connection to academic performance and mental health
- Working with Wellbeing and PEEPs to promote their nap classes and sleep programming
- Engage students in a campus-wide wellness initiative centered on healthy sleep habits.
- Distribute blankets as both a practical wellness item and a symbolic reminder to prioritize rest
- Conjunction between giveaway and Nap Class
- Better understand barriers to adequate rest, and interest in future sleep-related programming
- Feedback to inform future wellness initiatives and resource allocation decisions.

SECTION 5. SEVERABILITY. Should any provision of this Act, an amendment made by this Act, or the application of such provision or amendment to any person or circumstance be held to be unconstitutional or, the remainder of this Act, the amendments made by this Act, and the application of such provision or amendment to any person or circumstances shall not be affected thereby.
