Be it enacted by the Senate of the Student Government Association at Johns Hopkins University assembled that:
- TITLE This Act may be referred to as the “CSE Amendment Bill”

- In response to the need for more efficiency within the Judiciary branch and increased accountability among members of the Committee on Student Elections (CSE).
- PURPOSES
- To amend the SGA Constitution to limit the number of members in the Committee on Student Elections (CSE).

ARTICLE V: JUDICIAL BRANCH … SECTION 1. Structure The Judicial Branch shall have jurisdiction on all matters relating to the SGA, including SGA-approved groups and their internal disputes. Judicial shall be an independent branch, composed of: The Judiciary Board, which shall be composed of five Justices, who shall elect a Chief Justice amongst them. Provided that Justices remain undergraduates of KSAS or WSE, they shall serve their term until resignation. Appointments to the Judiciary Board shall be proposed by the Student Body President, upon the advice of the Senate, and subject to the approval of 2/3 (two-thirds) of the Senate. The Committee on Student Elections (CSE), which shall be composed of seven members who shall elect a Chairperson amongst them. The CSE shall be responsible for facilitating elections for all elected SGA roles. Appointments to the CSE shall be proposed by the Judiciary, upon the advice of the senate, and subject to the approval of 2/3 (two-thirds) of the Senate. Current SGA members are ineligible to be members of the CSE. CSE members shall serve for one academic year. Membership of the Judicial Branch is detailed in Article 2, Section 4: Membership Resignations of Judicial Branch members shall follow the details in Article VIII.

Rationale
The CSE is mainly active during election season, so it does not need many members. In addition, historically it has been hard to reach the seven member requirement causing other parts of the Judicial Branch to have to devote time on meeting that requirement instead of fulfilling their other duties. There are already other issues with accountability within the SGA, so by limiting the number of CSE members to a historically seen member count, we can increase accountability and efficiency.
