A Bill to Amend The Bylaws of the Senate
Fast-Forward Finance Bill

SECTION 1. TITLE. This Act may be referred to as the “Fast-Forward Finance Bill”
SECTION 2. DEFINITIONS.
- SGA — The term “SGA” shall refer to the Student Government Association of The Johns Hopkins University.
- JHU, Hopkins - The terms “JHU” and “Hopkins” shall refer to the Johns Hopkins University.
SECTION 3. FINDINGS AND PURPOSES.
- FINDINGS
- Applying general legislation rules to finance bills isn’t always effective
- Almost every funding bill approved by Senate
- Some small funding bills would be better reviewed by involved committees
- Zero funding bills proposed during lame duck period 2026, $4,241.22 spent, only one $439 funding bill proposed in entire remainder of semester, lame duck through end of finals is 36.6% of semester (or 26.8% not including reading and finals)
- PURPOSES
- To amend the Bylaws of the Student Government Association at Johns Hopkins University to increase efficiency in the approval of Senate funding initiatives

4.1.2.5.3 COMMITTEE ON FINANCE 4.1.2.5.3.1 The membership of the Committee on Finance is restricted to duly serving members of the Senate. The Executive Treasurer shall serve as an ex-officio member of the Committee on Finance. 4.1.2.5.3.2 Deals with all financial matters of the Student Government Association, including appropriations, funding procedures, and financial management. 4.1.2.5.3.2 Evaluates and votes on all legislation of allocating funds from the Senate, that is sent to the Finance Committee by the Sunday immediately preceding the General Body Meeting by the time set by the Rules Bill. 4.1.2.5.3.3 Has the ability to approve any funding allocations from the Senate’s budget that are equal to or less than five-hundred dollars if the general body does not meet in two consecutive weeks. 4.1.2.5.3.4 Collaborates with the Committee on Student Organizations to guarantee the success of student organizations by aiding groups through their grant and sponsorship request process. 4.1.2.5.3.5 Informs student organizations of available funding resources, including but not limited to internal and external grants and sponsorships from the Senate. 4.1.2.5.3.6 Advise the Executive Treasurer on matters related to funding.
4.1.2.5.3 COMMITTEE ON FINANCE 4.1.2.5.3.1 The membership of the Committee on Finance is restricted to duly serving members of the Senate. The Executive Treasurer shall serve as an ex-officio member of the Committee on Finance. 4.1.2.5.3.2 Deals with all financial matters of the Student Government Association, including appropriations, funding procedures, and financial management. 4.1.2.5.3.2 Evaluates and votes on all legislation of allocating funds from the Senate, that is sent to the Finance Committee by the Sunday immediately preceding the General Body Meeting by the time set by the Rules Bill. 4.1.2.5.3.3 Has the ability to approve any funding allocations from the Senate’s budget that are equal to or less than five hundred dollars ($500) if the general body does not meet in two consecutive weeks, or any funding bills or requests, regardless of total amount, received by the Finance Committee between the end of the general election and the first GBM of the newly elected senate, and up to $250 in funding over the summer for promotional materials. 4.1.2.5.3.4 Collaborates with the Committee on Student Organizations to guarantee the success of student organizations by aiding groups through their grant and sponsorship request process. 4.1.2.5.3.5 Informs student organizations of available funding resources, including but not limited to internal and external grants and sponsorships from the Senate. 4.1.2.5.3.6 Advise the Executive Treasurer on matters related to funding. 4.1.2.5.3.7 Limited Funding Requests – non-policy funding bills below one-thousand dollars ($1000) – may bypass first reading and proceed directly to the Finance Committee for review, provided they are emailed to the Chair of Finance, Treasurer, and President of the Senate by the Sunday prior to the week of the committee meeting, and provided none of the aforementioned officers designates the measure a “policy bill” requiring standard legislative approval processes. 4.1.2.5.3.8 Policy funding bills relating to the jurisdiction of another senate committee may be reviewed and voted on by that committee instead of the Finance Committee, or that committee and the finance committee, with the approval of the Treasurer, the Finance Chair, the chair of the other legislative committee, and the President of the Senate, pursuant to any procedures established in the Senate Procedural Rules, Bylaws, or SGA Constitution.
SECTION 5. ACTION ITEMS.
- To be done by Student Body Secretary Honora Muratori before the next GBM:
- Amend the Senate Bylaws to reflect approved changes.
The Amendment is hereby ADOPTED/LOST by a vote of X to X with X abstentions.
Upon passage, we have hereunto set our hands and caused the seal of the Senate to be affixed to this bill indicating the Senate’s assent and thus officially designated the bill’s adoption as law.
