A Bill to Fund the Student Perspective Interview Initiative

Introduced By: Senator Bakhit of the Senior Class Council

Sponsored By: President Talwar of the Junior Class Council Student Body President Ryan Chou President Stone Meng of the Sophomore Class Council Referred to the senate by the Finance Committee which recommends its passing by a vote of 0 to 0.

Be it enacted by the Senate of the Student Government Association of The Johns Hopkins University assembled that:

SECTION 1. TITLE. This Act may be referred to as the “Student Perspective Interview Initiative”

SECTION 2. DEFINITIONS.

  1. SGA — The term “SGA” shall refer to the Student Government Association of The Johns Hopkins University.
  2. JHU, Hopkins - The terms “JHU” and “Hopkins” shall refer to the Johns Hopkins University.
  3. DMC - The term ‘DMC’ shall refer to the Digital Media Center of the Johns Hopkins University.

SECTION 3. FINDINGS AND PURPOSES.

  1. FINDINGS & PURPOSES
    1. The primary goal of this initiative is to collect in-depth information from a diverse group of 10 undergraduate students representing the various majors, years, and backgrounds that make up the student body.
      1. To ensure that the students are from different class years and backgrounds, we will selectively interview students who represent different areas of campus.
        1. This will be done by asking students questions before interviewing:
          1. Are you okay with being on camera?
          2. Can we use this material for marketing purposes, such as using these clips to show on our social media?
      2. Cameras, microphones, and associated equipment will be procured from the DMC.
      3. Students will be allowed to remain off camera and anonymous, and no videos will be recorded for this initiative.
      4. Recording will be done in mid October, as the event intends to be done before winter sets in.
        1. Recording locations will be the Beach or in front of Scott-Bates Commons.
        2. Current set date is October 14th, with a backup day on October 27th. If both days are unavailable due to rain, recording will be done in Scott-Bates Commons.
    2. By eliciting students' current perspectives on the SGA, this initiative seeks to provide SGA with a clearer understanding of how the undergraduate student body perceives SGA.
    3. The initiative aims to identify and document prevalent issues and concerns on the campus and SGA by engaging in open discussions with the interviewed students.
      1. The questions will be as follows:
        1. What is your name, major and class year?
        2. What is your current perspective of SGA?
        3. What issues do you see around campus?
        4. What would you like SGA to improve around campus?
        5. Have you heard of our tabling events? Would you like it if there were more options for talking to SGA members than the tabling events and coffee chats?
      2. Students can elect to refuse to answer questions, or parts of questions.
      3. If there is a reasonable interest from the senator about a specific topic, followup questions may be introduced and asked that are tailored to a specific student and their concerns.
    4. The collected video interviews will be sent to the CMC for editing. Each interview will be about 3 minutes, and the goal is to decrease the length of the entire video to be under 5 minutes.
      1. CMC will be tasked with recording the interviews with representatives from SGA.
    5. The edited clips will be presented to the Student Government Association early in the term to stimulate the generation of new initiatives and to provide insight into student priorities.
    6. Likewise, if students indicate interest, recorded clips will be used for marketing use for SGA.
    7. To promote this initiative, a simple marketing strategy will be implemented, involving sending an email from SGA, a discord message through DMC, and social media posts.
      1. This will be done by eliciting help from the CMC director to create marketing materials.
    8. All necessary legal procedures, including obtaining releases for facial images and audio recordings for internal purposes, will be handled.
      1. We will reach out to the DMC and CMC to discuss necessary legal steps and concerns to record students on campus.
      2. If necessary, a consent form will be procured and students will be asked to sign before interviews take place.
    9. Discussions will be initiated with the Digital Media Center (DMC) to gauge their interest and cooperation in this project. Additionally, other senators are invited to express their interest in supporting this initiative.

SECTION 4. FUNDING OF ITEMS

SECTION 5 . SEVERABILITY. Should any provision of this Act, an amendment made by this Act, or the application of such provision or amendment to any person or circumstance be held to be unconstitutional or , the remainder of this Act, the amendments made by this Act, and the application of such provision or amendment to any person or circumstances shall not be affected thereby.

The Bill hereby Passes by a vote of 0 to 0 with 0 abstentions.

Upon passage, we have hereunto set our hands and caused the seal of the Senate to be affixed to this bill indicating the Senate’s assent and thus officially designated the bill’s adoption as law.
