Act to Fund 2026-2027 Miss Black & Gold Scholarship Pageant Bill

SECTION 1. TITLE. This Act may be referred to as the “2026 Miss Black & Gold Scholarship Pageant Funding Bill”

SECTION 2. DEFINITIONS.

  1. SGA — The term “SGA” shall refer to the Student Government Association of The Johns Hopkins University.
  2. JHU, Hopkins - The terms “JHU” and “Hopkins” shall refer to the Johns Hopkins University.
  3. MBG Pageant — The term “MBG Pageant” shall refer to the Miss Black & Gold Scholarship Pageant.
  4. Royal Court — The term “Royal Court” shall refer to the leadership body organizing and executing the 2026 Miss Black & Gold Scholarship Pageant and its associated programming.

SECTION 3. FINDINGS AND PURPOSES.

  1. Whereas, on April 7, 2025, the Sigma Sigma Chapter of Alpha Phi Alpha Fraternity, Inc. successfully organized the first-ever MBG Pageant at JHU, welcoming over 150 attendees;
  2. The pageant serves as both a scholarship initiative and a leadership development platform for women at JHU, emphasizing academic excellence, service, cultural celebration, and campus engagement;
  3. This event is open to the Hopkins community and provides an opportunity for students, families, faculty, and campus partners to gather in celebration of scholarship and service;
    1. Supporting the MBG Pageant aligns with SGA’s commitment to funding student-led initiatives that promote scholarship, leadership development, and inclusive campus programming;
  4. Whereas, the 2025 MBG Pageant demonstrated measurable campus impact, as reflected in attendance, community engagement, and post-event feedback, and is publicly documented in a recap video;
  5. Whereas, the pageant coordinators have consulted with the SGA Finance Committee regarding the projected budget and funding request, and the Finance Committee has indicated its support for an allocation of $1,000 toward the 2026 MBG Pageant
  6. Therefore, the purpose of this Bill is to allocate funding to support the 2026 Miss Black & Gold Scholarship Pageant taking place in the Glass Pavilion on Monday, April 6 @ 7:06pm.

SECTION 5 . SEVERABILITY. Should any provision of this Act, an amendment made by this Act, or the application of such provision or amendment to any person or circumstance be held to be unconstitutional or , the remainder of this Act, the amendments made by this Act, and the application of such provision or amendment to any person or circumstances shall not be affected thereby.

The Bill hereby Passes by a vote of x to x with x abstentions.

Upon passage, we have hereunto set our hands and caused the seal of the Senate to be affixed to this bill indicating the Senate’s assent and thus officially designated the bill’s adoption as law.
