MINUTES

Convening Business (30 min)
- Presentation and Discussion with Construction Office

- Officers from JEFRE introduced their project with the ongoing library construction.
- The renovation involves the entire library light well which will provide natural lights through all floors. They are also changing the entrance from the beach. The previous model required visitors to take stairs upon entrance which was not inclusive. JEFRE lowered the building so that it is level to the beach.
- They displayed some images of the construction site. The project is planned to open the library in spring of 2027.
- The AMR I project was spearheaded due to lack of social spaces, old construction, and etc. The new residence hall will open in 2028, and the new dining hall will open in 2029.
- The current project is focused on construction of old pipes to reduce fossil fuels in the future.
- The project will open up a new gateway for students to integrate on Charles Street.
- The landscape of the building aimed to improve the inclusivity that ensures everyone to easily navigate themselves by reducing slopes.
- The ice rink project will be revived this year again. It will be open after the inter session.
- The early learning center will replace the current learning center. THe capacity will increase from 92 to 162 children.
- The center is located next to the current Imagine center and homewood field. This will open in June of 2026.
- Data science and AI building will be open late 2029. This will host 136 new faculties to advance AI, machine learning, medical technology.
- The building will be next to the agora building and Wyman building.
- Along with this building, JEFRE is also leading public construction by renovating the sidewalks to Remington.
- SNF agora is also under construction the finish of this project is anticipated very soon.
- The School of Education project is worked on by renovating an old all girls school which Hopkins purchased. The renovation is anticipated to finish spring of 2026.
- The Natatorium project was finished on September 15th 2025 with a newly renovated pool in REC.
- Bradford apartment renovation was done in August 2025.
- Remsen classrooms were renovated with new furniture and relaminated chalkboards.
- There is a wayfinding app and accessibility map available on their website.
- Q&A
- What is the plan for housing after the demolishment of AMR I.
- The first year students will be housed in McCoy, then second year students will be housed in the Academy.
- Ryan asked given that existing Hopkins Cafe’s proximity to the new dining hall, if they will serve new purpose.
- The officer answered the plan is to be determined but the current Hopkins cafe space will be cleared.
- A senator asked if there is a plan to remove particular matter and contamination from the construction.
- JEFRE requires a construction manager to mitigate any contamination including air, water, and noise. The steamline construction uses clay and loose materials to mitigate the contamination. The full report on this matter is posted on the website.
- Srigouri asked what is the best way to contact JEFRE about the sidewalk lamp disfunction.
- JEFRE is aware of the issue and they recently walked around campus with campus security to observe these lamps.
- Srigouri asked if there is a feedback form students can utilize.
- There is a student feedback form available on the website.
- Emin asked if there is any possibility of the hopkins library being completed before the spring 2027.
- The officer reported there have been pipes from before the building was constructed, which requires them to remove all the contaminants and hazards. The renovation involves unexpected deeper construction which prevent them from accelerate the project. But they acknowledged that the team has been doing a great job at working on track.
- Kai asked if they are considering giving presentation to incoming students during orientation work.
- The officers responded that JEFRE presentation was implemented to summer session and received good feedback so they will be discussing with Dr. Brown for potential implementation to the orientation week curriculum.
- Jaden asked how they are handling when students making their own path by walking over fresh grass field.
- JEFRE officers responded they implemented black bars to guide students to the right path. They underlined that this has been an ongoing issue.
- A senator asked if they have a plan to respond to community concerns on reduction of trees due to DSAI building construction.
- JEFRE officers responded that tree removal is a necessity for erosion control and safety measurement. They cut down 30 trees, but they have a plan to plant 57 new trees. They are 6 inches in diameter and taller trees. Hopkins has about 2200 trees on campus, including trees that are specific to Maryland conservation. JEFRE focuses deeply on monitoring conservation and improvement of natural habitat.
- Veda asked about run off on rainy and snowy season. She asked if there is a plan to ensure the contamination will be prevented.
- The JEFRE officer spoke about storm water management. Every project requires storm water management which minimizes any run off from the construction.

- Vishnu reported executive updates from this morning’s deans meeting. He addressed the senate to reach out to Kevin, president of AA, for further questions.

i. Jessica introduced herself and gave an update on lighting of the quad on December 2nd 6-7PM in Wyman Quad.

Hana reported they are doing a knock out initiative with Hopkins athletic over the break.
- Non-Legislative Business (20 min)
- SGA Appointments Inauguration - Justice Branch
- Menstrual Product Initiative - Senator Caraline
- Caraline addressed their Freeflow initiative. The freeflow is an organization which has a broad platform. There have been 2 successful runs on campus so far. They had 10 Baltimore based small businesses pay for the advertisement. 17K free menstrual pads were distributed on campus. They have been successful on social media as well.
- Their next step involves sending survey to students demonstrating needs and getting feedbacks, reaching out to organizations.
- A motion to 10 minutes Q&A was passed.
- Amy asked if they are planning to leave these menstrual products and how they are managing it.
- The team responded one of their ideas involves collaborating with residence life to place them in the landry room or delivering the products alongside the toilet paper.
- Vishnu asked how they want SGA to help them with ther project.
- Caroline answered any senators can come to her to work on data.
- Vishnu advised them reaching out to Jason DoR.
- They also asked SGA to help with outreach.
- Veda asked outside of residence halls, there has been an issue with lack of menstrual products in public bathrooms. She asked if they have talked to people who are responsible for restoring the products.
- Caraline addressed that this has been a concern as well and they are willing to speak with the residents life.
- They added talking to the people responsible for this directly may be their best fit.
- Tarini asked how much it is funded.
- The team responded their plan is to have student orgs buy the products in bulk so they can pay just some portion of the products.
- Jason asked if the team is a business for profit. He asked if they are willing to share what their profit is and where the money is going.
- The team responded they profit is mostly going to maintaining the business.
- Emin asked if 97% advertisement is pretty high and if there are people who have been reaching out to the business.
- The 97% figure indicates the number of access to the link on the box with a website with all small businesses that supported the product.
- The rough rate of businesses for advertisement is pretty high.
- Emin asked what their rough profit was.
- They responded it is currently negative but they are looking for more funding sources.

- JHU Suggestion & Feedback Funding Bill Fall 2025 - Chair Jason
- Jason reported that they amende their feedback event to QR code based to cut down the cost.
- Tola asked how they will ensure that the student is actually writing feedback.
- Jason responded this falls into accountability and they will not choose the winner unless they have a valid feedback.
- Tarini asked who will be taking care of the boxes.
- Jason responded there is no longer need to manage boxes as they moves this to online.
- Ryan asked how they will advertise this initiative.
- Jason responded the QR codes will be printed and displayed on campus.
- Shreeman asked if this is a monthly reward system what the timeline is.
- Jason responded this will start after the break.
- A motion to refer this bill to the Finance committee was passed.
Second Reading (10 min)
- Lighting of the Quads - Chair Tyler
- Tyler presented the bill for the lighting of the quad.
- A motion to vote on this bill was passed.

- SGA Fall Semester Reflection
- Shreeman has been working with the student health and wellness emergency and pharmacy department to work on the insurance transparency and joining SNF agora student advisory board.
- Tarini reported her great work with new committees and she asked senators to join her.
- Veda reported that she started her initiative of hosting meet and greets with JHU alumni for freshman class.
- Kevin reported he was able to pass SGA transparency act
