Be it enacted by the Senate of the Student Government Association at Johns Hopkins University assembled that:
- TITLE This Act may be referred to as the “SGA Constitution Update 2026”
- FINDINGS AND PURPOSES
- FINDINGS
- The Constitution needs to be updated as soon as possible before the next election so that we have an up to date Constitution.
- Necessitates a ¾ vote from the senate.
- PURPOSES
- To amend the Constitution and Bylaws of the Student Government Association at Johns Hopkins University to fit the current structure and practices of the SGA.

Chair of Programming Shall oversee the Executive Team of SGA’s Class Programming Councils – which are tasked with providing regular programming and class-specific events. These councils will not be members of the President’s Cabinet. Class Programming Council members shall be elected by a class-wide election. Elections for the Class Programming Councils shall be administered by the CSE, with roles given to those who receive the greatest plurality of votes. Once the Class Programming Council members are elected, councils shall internally appoint a Chair, Treasurer, and Secretary. One’s class is determined using the institutional “student classification” definition, not one’s graduation year. For instance, a student who entered the university in 2019, but is graduating in 2022, would still be considered a junior for the purpose of SGA 2021-2022 elections. Additional members of each Class Programming Council can be appointed by the original three-person Class Programming Council that was elected by class-wide election, subject to confirmation by a majority of the Senate.

Shall lead efforts that support the vision of the Executive Branch, ensuring programming reflects institutional priorities and student needs. Shall oversees the planning and execution of SGA-sponsored programming. Shall guides strategic initiatives that increase school spirit, student engagement, and visible SGA presence across campus (i.e., Blue Jay Tuesday)

3.2.6 STUDENT BODY CHAIR OF PROGRAMMING 3.2.6.1 Heads the Committee on Programming and presents all bills regarding SGA Events, including but not limited to Tabling Events, Workshops, Retreats, and general events. 3.2.6.2 Leads the organization for S.I.F Presence and Semesterly Retreats. 3.2.6.3 Organizes SGA Tabling Events 3.2.6.3.1 SGA will host one tabling event every month of the school year, with provisional exceptions to December, January, and May, as these months tend to have fewer school days compared to others. Explicitly, months that must have a tabling event include September, October, November, February, March, and April. 3.2.6.3.2 Tabling events must be at least one hour long. 3.2.6.3.3 Tabling events must be staffed by a minimum of four members from the Committee on Programming, alongside four members from the Committee or Class Council in charge of tabling that session. 3.2.6.3.4 Each tabling session will be led by either a Committee or Class Council - each class council must host one tabling session per academic school year, partnered with the Committee of Programming. 3.2.6.3.5 Tabling events must open to all JHU undergraduate students and be held in a space that is easily accessible to all JHU undergraduate students and preferably, in a highly frequented area. Possible tabling areas include: 3.2.6.3.5.1 Breezeway. 3.2.6.3.5.2 Brody Learning Commons and Tyler Terrace. 3.2.6.3.5.3 Milton S. Eisenhower Library. 3.2.6.3.5.4 Charles Commons. 3.2.6.3.5.5 In front of Hopkins Café. 3.2.6.3.5.6 Levering Café and Courtyard. 3.2.6.3.5.7 Levering Café and Courtyard. 3.2.6.3.5.8 The Bloomberg Student Center 3.2.6.3.6 Tabling events must be well-publicized by all the class councils before, during, and after the events to draw in as much attendance, and future attendance, as possible. 3.2.6.3.7 At the end of every tabling event, there must be a report submitted about the event’s feedback by the Chair of Programming to the Senate. 3.2.6.3.8 At the beginning of each semester, the Student Body President shall organize a sign-up sheet, reserve an event space, and arrange any purchases for every month of the semester. 3.2.6.4 Chairing, appointing, and managing the Committee on Programming. 3.2.6.4.1 The Student Body Chair of Programming shall have the freedom to appoint additional officers or members to the Committee of Programming at the Chair’s discretion. 3.2.6.4.2 Within the first month of each Programming Council member’s term, uses campaign material, a form, and/or discussion with the member to determine their primary short- and long-term plans for their term in SGA. 3.2.6.5 Collaborates with the Student Body Treasurer to create a budget for the administrative year. 3.2.6.6 Collaborates with the Student Body President, Student Body Vice President, and SGA Advisors to organize semesterly retreats. 3.2.6.7 Collaborates with the Secretary to ensure the creation, dissemination, and preservation of reports for each tabling event. 3.2.6.8 Collaborates with other student organizations and school governance bodies to create co-sponsored events that will either enhance campus life or promote the common good of all Homewood undergraduate students. 3.2.6.8.1 Student organizations hoping to collaborate with SGA and other members of SGA must first meet with the Student Body Chair of Programming and the Student Body Treasurer before a funding bill is presented at first reading 3.2.6.8.2 It is the responsibility of the Student Body Chair of Programming to establish co-sponsorship rules with the Student Body Treasurer and send them to student organizations before funding is delivered. 3.2.6.9 Works alongside the Student Body Treasurer and the Chair of the Committee on Student Organizations as the liaison for communication between RSOs and LEED, assisting with questions regarding RSO finances, registration, and event creation. 4.1.2 STANDING LEGISLATIVE COMMITTEES 4.1.2.4 The following Standing Legislative Committees of the Senate shall be established: 4.1.2.4.8 COMMITTEE ON PROGRAMMING 4.1.2.4.8.1 Creates SGA Tabling Events, Workshops, and general SGA events. 4.1.2.4.8.2 The Chair of Programming will lead this Committee, with assistance of a vice-chair that is elected from within the committee. 4.1.2.4.8.3 All Programming Council Members must be on this committee. Additional members from all of the Student Government may join this committee. 4.1.2.4.8.4 Class specific events, such as formals, will be led by the respective Class Council of Programming members with assistance from the Committee on Programming

Additional members from all of the Student Government may join this committee. 4.1.2.4.8.4 Class specific events, such as formals, will be led by the respective Class Council of Programming members with assistance from the Committee on Programming 4.1.2.4.8.5 On weeks when the Committee on Programming does not meet, individual Class Councils will meet independently with the Vice of Programming and the Class Council Coordinator. 4.1.2.4.8.6 With majority consent of the Senate, at the start of an SGA session, a set amount of money shall be set aside from the discretionary fund of the SGA to be used by the Committee on Programming at their discretion.
