Programming Chair Updates: The Committee on SGA Programming

Be it enacted by the Senate of the Student Government Association at Johns Hopkins University assembled that:

  1. TITLE This Act may be referred to as the “Spring 2024 Programming Updates”
  2. FINDINGS AND PURPOSES
    1. FINDINGS
      1. In April 2022, the SGA voted to amend the SGA Constitution to make major structural changes to the organization over the course of the next two years. Further edits to the Constitution were made in April 2023.
      2. In the 2024 Spring SGA elections, there were no candidates for any of the Class Programming Council positions. The current lack of interest in programming from the SGA elections has raised concerns over the roles of the programming council and needs redefinition.
      3. Redefining a specific role for all senators and incoming programming council members will create a more welcoming space for senators to handle programming affairs and expedit processes.
    2. PURPOSES
      1. To create the Committee on Programming and redefine tabling expectations for increased engagement.
      2. To change the roles and responsibilities of the Chair of Programming to better suit the upcoming administration.
      3. To add bylaw infrastructure for anticipated changes to the constitution.
  3. SEVERABILITY

Should any provision of this Act, an amendment made by this Act, or the application of such provision or amendment to any person or circumstance is held to be unconstitutional, the remainder of this Act, the amendments made by this Act, and the application of such provision or amendment to any person or circumstances shall not be affected thereby.

This Act shall be enacted for the 112th Student Government Association.

3.2.1.7.1.1.1.3 Tabling events must be staffed by a minimum of six SGA representatives, each from the four class councils, as well as two other SGA members. A member of the Executive Board may be allowed to substitute one of the six SGA representatives. 3.2.1.7.1.1.1.4 SGA representatives must take turns tabling to ensure that as many different SGA representatives as possible are participating in these events. 3.2.1.7.1.1.1.5 All senators and the Executive Board must attend at least one tabling event throughout the year.

3.2.1.7.1.1.1.3 Tabling events must be staffed by a minimum of four members from the SGA Committee on Programming, alongside four members from the Committee in charge of tabling that session. 3.2.1.7.1.1.1.4 Each tabling session will be led by either a Committee or Class Council - each class council must host one tabling session per academic school year, partnered with the Committee of Programming. 3.2.1.7.1.1.1.5 All senators and the Executive Board must attend at least one tabling event throughout the year.

4.1.2.1.4.8 COMMITTEE ON PROGRAMMING 4.1.2.1.4.8.1 Creates SGA Tabling Events, Workshops, and general SGA events. 4.1.2.1.4.8.2 The Chair of Programming will lead this Committee, with assistance of a vice-chair that is elected from within the committee. 4.1.2.1.4.8.3 All Programming Council Members must be on this committee. Additional members from all of the Student Government may join this committee. 4.1.2.1.4.8.4 Class specific events, such as formals, will be led by the respective Class Council of Programming members with assistance from the Committee of Programming and other Student Government constituents.

Splits the roles of the Chair of Programming, allowing senators to actively engage with programming affairs. Gives defined roles for Class Councils of Programming. Effectively allows for the work of ‘programming assistants’ without destabilizing the integrity of other positions.

3.2.1.7 STUDENT BODY CHAIR OF PROGRAMMING 3.2.1.7.1 Leads Programming for all of SGA 3.2.1.7.1.1 This includes planning S.I.F. presence, tabling events for when students are on campus, or meet and greets when necessary as stated in the Constitution and Bylaws. 3.2.1.7.1.1.1 Organizes SGA Tabling Events

3.2.1.7 STUDENT BODY CHAIR OF PROGRAMMING 3.2.1.7.1 Heads the Committee of Programming and presents all bills regarding SGA Events, including but not limited to Tabling Events, Workshops, Retreats, meet and greets, and general events. 3.2.1.7.1.1 The Chair of Programming will lead the organization for S.I.F Presence, Meet-and-Greets and Semesterly Retreats. 3.2.1.7.2 Works alongside the Student Body Treasurer and the Chair of RSOs as the liaison for communication between RSOs and LEED, assisting with questions regarding RSO finances, registration, and event creation.

3.2.1.4 TREASURER 3.2.1.4.1 Submitting all purchase requests on behalf of the Senate. 3.2.1.4.2 Chairing, appointing, and managing the Student Activities Commission. 3.2.1.4.3 Co-Chairing the Committee on Finance and meeting regularly with the Chair of the Committee on Student Organizations. 3.2.1.4.4 Assisting new Senators with understanding financial policies and HopkinsGroups financial processes. 3.2.1.4.5 Shall work with the Finance Committee to formulate an annual budget for the SGA. 3.2.1.4.6 Shall assist with the funding of student groups. 3.2.1.4.7 Shall act as the financial officer of the SGA, keeping all of its ledgers and coordinating with the Finance Committee.

ADDITION 3.2.1.4.8 Works alongside the Student Body Chair of Programming and the Chair of RSOs as the liaison for communication between RSOs and LEED, assisting with questions regarding RSO finances, registration, and event creation.
